FORMATION OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM FOR SUPPORTING SMALL ENTREPRENEURSHIP AT THE REGIONAL (LOCAL) LEVEL

Abstract

The development of entrepreneurial initiative, the creation of conditions for economic freedom, and the enhancement of national business competitiveness have always been among the top priorities of any government. Properly addressing these objectives enables the state to successfully implement its strategic economic and political development plans. The state views national business as a long-term, interested ally, ensuring the efficiency and competitiveness of implemented programs with its involvement.

State support for small and medium-sized enterprises (SMEs) aims to create favorable conditions for the development of small and medium-sized business entities and SME support infrastructure. Additionally, it includes comprehensive legal, economic, social, informational, consulting, educational, and organizational measures implemented by government authorities and other organizations to encourage entrepreneurial initiative in Kazakhstan.

Legislation on SME support is based on the Constitution of the Republic of Kazakhstan and includes the Civil Code, the Law "On Private Entrepreneurship," as well as other regulatory legal acts.

If an international treaty ratified by Kazakhstan establishes rules different from those provided in this Law, the provisions of the international treaty shall apply.

The state guarantees the creation of favorable conditions for the implementation of support activities for SME entities, the protection of their rights and legitimate interests, as well as ensuring equal rights and fostering competition.
