In connection with economic development and the emergence of large organizations abroad, personnel management has become a specialized management function that requires special knowledge and skills.

In the 1960s and 1970s, American business schools expanded the range of subjects related to human resources. As a result, leaders who understood the need and importance of human resource management began to enter the economy. The adoption of a humanistic approach to personnel management raised the status of HR services and simultaneously improved the development of personnel policies, internal communications, etc. This marked the emergence of new service areas.

Human resources play an important role in an organization because they ensure the effective work of employees and contribute to the achievement of the company's strategic goals.

The main task of the HR department is to ensure the availability of qualified and motivated employees who are able to effectively perform assigned tasks. To do this, it analyzes employee needs, develops and implements recruitment and training programs, evaluates employee performance, and addresses employee motivation and retention issues. The HR department is also responsible for compliance with labor laws, the development and implementation of policies and procedures in the field of personnel management, and the maintenance of documentation related to labor relations.
