This paper presents a comprehensive analysis of the digital economy's impact on the transformation of management systems and demonstrates that the implementation of digital technologies—such as big data analytics, cloud services, platform solutions, and automation tools—significantly influences changes in management systems.

These changes manifest as improved quality and soundness of decision-making, reduced time expenditure, and increased organizational structure efficiency.

This article also examines the institutional, organizational-procedural, and legal aspects of digitalization, taking into account the specificities of the formation and development of the regulatory and legal environment in the Republic of Kazakhstan amidst digital transformations. The key barriers and risks associated with digital transformation processes have been identified; among them, issues regarding information security, data protection, and the level of organizational digital maturity play a significant role.

Based on the research findings, scientifically grounded recommendations have been proposed for optimizing management systems and enhancing the effectiveness of digital technology implementation. The conclusions drawn hold both theoretical and practical significance and can be utilized in developing digital development strategies at the organizational level and within the sphere of public administration.
