In the context of increasing competition, industrial and innovative development remains one of the main priorities of the state policy of Kazakhstan in the long term.
The industrial and innovative policy pursued in the country has shown its insufficient effectiveness. Kazakhstan lags behind developed countries in terms of the level of technological development of industry, there is a skew in the industrial structure towards extractive industries, weak innovative activity of domestic firms, insufficient funding of the scientific sphere.
Kazakhstan's primary task is to prepare its economy for the "digital era". The digital revolution is changing the nature of global competitive relations. Digital platforms, acquiring a global scale, not only reduce the cost of international communications and transactions, but also increase the opportunities for interaction between counterparties in all regions of the world.
In the state industrial policy, the emphasis is on creating an export-oriented economy with high added value. The focus on export is dictated by the need to expand markets for the growing volume of goods and services and integrate into global value chains. Export-oriented industrialization will allow introducing new Kazakhstani goods to foreign markets, including high-tech goods.
The transition to an innovative economy involves continuing systemic reforms in the field of personnel training, scientific and applied research, support for start-ups, transfer of advanced technologies, and creation of a venture ecosystem.
